does my host carry Php includes?

I am thinking of purchasing a domain and host from a site that sells them. I thought that every site was available for Php includes, but my friend who is hosted by webs.com says when she paid for her hosting it didnt mention it and it didnt come with it afterall although they are now offering a package for a more expensive price which uses "php includes" is there anyway of knowing if a domain/host seller provides this without asking?
