For a year, we paid water for 2 occupants (my wife and I, and my oldest was in the apartment too). Now that we signed a new lease they sent us a new water people that doubled in cost and states that there are 4 occupants in the apartment. My daughters don't go out to play outside too much so rarely get dirty (besides the normal food or accidents) so they don't take a bath every day (maybe 2 to 3 times a week). I don't think I should have to pay more for them to use that little water. I'm in Austin, TX if that matters. Please help.
Does my 3 year old and 9 month old count as an occupant of my apartment?
