antilock brakes have nothing to do with needing to replace a belt. Seriously, nothing at all. Besides a few vacuum lines, the brakes aren't even connected to the drivetrain system.
As far as checking whether or not you have them, go out on an unpopulated road, build up speed, and slam on the brakes. If the wheels lock, you don't have antilock brakes.
