does more torque at lower rpm's make a car accelerate faster?

ok. say you have 2 cars that are both 3.0 litre displacement, both have 160kW, and both are the same weight, but one car produces 200lb-ft torque @ 5000rpm, and the other produces 200lb-ft torque @ 7000rpm. so does this mean the car that produces the torque at 5000rpm will be faster then the 7000rpm one because it produces the same amount of torque at a much lower rpm?please explain.thanks.
