Does L.A. Noire have cell shaded graphics?

I'm about 3/4 of the way through the game, and I love it! Have noticed that most of the outdoor areas, i.e. buildings and vehicles have a 'cartoonish', graphic-novel type look about them? However indoor areas do not have that effect.

Is L.A. Noire cell shaded, and if so, do they only use the cell shaded effect in outdoor areas? (look at the difference between outdoor and indoor areas, and you'll see what I mean).
 
I don't think so, if you compare the so called "Cell shaded" on L.A. Noire with a true cell shaded game like Okami (wii-ps2) and Jet Set Radio Future (xbox), there is a huge difference. You have a good idea though, but I think you are wrong. I'm not sure though I don't pay that much attention to graphics.
