Does it seem like FAFSA is purposely trying to avoid giving me financial aid?...

...(I"m in Michigan)? I applied for FAFSA a while back, and they sent me a some papers to fill out. I filled them out, gave them the other documents they asked for, and had my parents sign what they wanted to be signed. However, they keep sending letters back saying they need more signatures. They have done it many times now, even though my grandma has double checked to make sure my parents signed every page. I live in Michigan, and our economy now is obviously not so great, the financial aid office said that they are experiencing an extremely high number of applicants and therefore, if you don't meet strict deadlines your application won't be processed in time. My grandma has suggested that they may be giving people the run around because FAFSA can't keep up with all the applicants. My parents don't make a lot of money, and I live at my grandparent's house upstairs. The school I registered at is a well known community College. I got average grades in High School, and graduated with the class of 2010. I don't see any reason why I wouldn't qualify for financial aid, but FAFSA keeps sending these letters and it appears that I'll be forced to wait yet another semester before I can start College. Does it seem to you like financial aid is doing this on purpose, because they know they don't have the means to pay for everyone' college?
