Does framing a cel/celluloid image slow the deterioration?

I am thinking about purchasing an animation cel from eBay but I read and a friend told be that it breaks down easily and quoted from Wikipedia 'it burned easily and suffered from spontaneous decomposition'. If I were to frame the image would it help and protect it??
 
i'm not familiar with celluloid images. but am familiar with celluloid jewelry. it needs to breathe. it shouldn't be stored airtight. as an artist, i would say mat it with acid free matting it so it's not against glass. and keep away from strong or constant light. hope this helps. you can also find info from your state historical society.
