Does financial aid cover costs if you are an out of state resident?

My boyfriend and I are moving to delaware where he will continue his BS. Their requirements are to have lived in DE for one year and to have paid taxes before being considered a resident. So if my boyfriend fills out FAFSA for the 2010-2011 school year and attends the DE school, does financial aid cover the excess costs of attending out of state schools?
