Yes it could be, fin rot looks more like taking small bites out of a fishes tail take it to a vet or a good pet store for diagnosis they would be able to help you.
Does fin/tail rot affect all of a fish's fins or could it affect just one fin?
Say if you have a fish whose tail looks jagged and seems to be getting smaller, but all the other fins are in perfect condition, could this be fin rot?
