Of course there's the idea that God is directly punitive for our actions all of the time...
But in addition to that, the Islamic cleric makes the assertion that *WOMEN'S* dress is to blame... not the LUST in men's hearts.
Jesus placed the blame for lechery on the one who is doing the looking, Mohammed places the blame on the one who is being looked at. It is the woman's fault she was leered at, or desired, or raped according to Islam. According to Jesus, it is the man's fault for letting his own lusts get out of control. And no matter how immodest a woman dresses, it is still the man's responsibility to look away.
