Does bluetooth on my phone require internet usage?

I wanted to transfer an mp3 between my laptop and motorola phone. When I turn bluetooth on on my phone, is the internet activated on the phone? Or is the internet even used at all? I was wondering because I am not allowed to use the internet on my phone as it will run up my bill! Thank you so much!!
