Does bicycling make your legs thinner or more muscular?

I'm trying to bicycle a little more since I'm the maid of honor in a wedding and the dresses we're wearing are short. My question is: will bicycling a lot make my legs muscular, or will it make them thinner? I don't want big bulky-looking legs. I'm trying to think of exercise techniques that will make me lose some weight in my legs, but not gain too much muscle. Will bicycling do this for me?
 
If you're actually riding outside, and have it on a high resistance, you'll burn fat all over and gain some muscle (probably just enough to make your legs look a little tighter)
If you're doing it inside with no resistance, all you're doing is burning calories
It will take a lot more than just bicycling to make your legs look bulky
I suggest doing other cardio as well to burn fat and do the cycling on a high resistance to get tighter muscles, so your legs look well defined
