does bad credit History affect my police clearance?

lived in Ireland for 5 years , never even had a ticket ! in the last few month i ran into Credit card problems and left the country with 3800 Euro in debit and a utility bill of 300 Euro unpaid.
i need a police clearance certificate , does this history affect my Police clearance ??
 
It ought to. All of us responsible people are being overcharged to compensate for your irresponsibility. Is that the sort of character we need on our policing force ? I dare say "not". Clear up your past indiscretions...you will feel a lot better about it.
