does anyone know what this sculpture is symbolizing?

its said that its from phoenicia, but i want to know what its of (it looks like angels) but im not sure, anyone know if its from Phoenicia and if not where its from and what it symbolizes?

It's a very deep bas-relief carving, much deeper than many old middle-eastern carvings. You might consider asking the Keeper of Middle Eastern Antiquities at the British Museum, who might be able to pinpoint it. I wish you had said where you saw it.
