What time of the day? I heard him around 9PM, and he kept it to one minute. pelsoi however ranted for 10 in her one minute time slot
Procedural rules of the House stuff to draw the debate out to give more time for other members to talk to their colleagues.
Standard stuff, nothing unusual for a minority party. The Dems sure used every procedural trick in the book when they were the minority including some that had never been used before.
