Does anyone know what film this is???

I watched a movie on telly a while back (might have been a TV movie) and quite liked it, but I have no idea what it's called lol.

I think I remember there was a lad who saw a group of like punks and he wanted to hang around with them and be cool. He got himself all done up like a punk to hang around with them I think. And there was a girl that hung around with the punks and he liked her.

Anyone got any ideas?
