Does anyone know the law(s) for electric bicycles in Virginia?

I was trying to find the law(s) for electric bicycles in Virginia because I might be moving there soon...but every website I come across for Virginia laws looks confusing. I know for my current state (Connecticut) electric bikes are considered a vehicle and need a license to drive. Also, they can't exceed 30 mph....
Is Virginia similar?
