W-2s have to be mailed out by Jan 31.

W-4s are what you fill out at work.

Federal law mandates that all tax forms (1040's, and the like) are mailed out on, or before, January 31st. They do this so you have time to file before the deadline. The W2 form is what you fill out to have your taxes taken out (at your place of employment)
