Does anyone know how to build a 120 ACV amp control.?

I need to build a ACV amp control, amp range 0 to 10 amps. Need to control amps while maintaining 120 AC volts. Can this be done using wire winding " zero" amps at one end and max. amps at the other end? With some type of slide bar? to control amps. Please advise?
