Department Insurance?

For example, if an service tech forgets to tighten the lug nuts on a customer's vehicle, and the wheel falls off, and the only damange done to the vehicle is the wheel being bent, would the employee have to pay for that wheel and any labor needed to replace it? Or should the Service Department have some sort of insurance to cover instances like that?
I understand it would be the service tech's fault. But accidents and mistakes happen all of the time, shouldn't such companies have coverage for this? What would happen if the service tech left the job before he paid this off?
 
Those are franchises, that do the service. That type of insurance is called, garage keepers legal liability, and includes "completed operations" - forgetting to tighten a nut.

It usually has a deductible.

You cannot file a claim against the service centers insurance policy. You have to sue them. You have to be able to PROVE they didn't tighten the nut. You CAN ask them to file the claim, or pay for the damages.

Yes, there is insurance to cover it. Most garages have it. But that doesn't mean they're going to jump at filing a claim for you.
