i want a photoshop that can do a lot... the price doesn't matter

i want it 2 be able 2 change a regular picture

into
blue white
sepia and white
brown
white
blue
yellow
sepia
vivid
natural
black and white
etc.

i want 2 change the background of a pix and be able 2 experiment with the picture? do u know a photoshop like that or similar 2 that?
