My sister and brother-in-law have been trying to have a baby for a few years. He is in the military. On his most recent deployment, he was severely injured and lost his legs. He also sustained injuries that have rendered him unable to father biological children. What resources are available to help them adopt a baby? They are white, but don't care about the race of the child. Thanks.
