does anybody know why the obd2 connector in 00 chevy cavalier has no power to

run the scan tool? ive checked every fuse in the vehicle that i can find this car will not pass a mass state inpection because of this. anybody have experience with this problem , another friend of mine has the same problem with his 05 silverado 4.8l 5spd
