Does anybody know what that high pitched sound is when near electronics?

When ever I am near anything that uses electricity I hear a very high pitched sound and it bugs me. Some people can hear it I think, can you? Also do you know why we can hear sounds like that?
 
It's actually a government spy system (that was implanted into you as a child) giving you feedback from the electronic devices surrounding you.

im pretty sure its just the electricity running through the components of the device. its just a frequency that the ear recieves, youll probably lose it as you get older
