Does a small business need to provide the UI benefits booklet?

I worked for a small business. There were never more than 6 full time employees, 2 part timers and 3 or 4 freelancers at one time. Mostly it was just 4 full time employees, 1 part timer, and 1 freelancer.

Anyway, I was laid off--no work was coming through. Basically, my boss called me and said that since there was no work coming through, that month was going to be the last she could pay me. At the time, there was was only 1 other full timer. He has already applied for UI, but I am still having issues just getting through on the phone.
I keep hearing info about having a letter, or a benefits booklet...the other person didn't get one either. Will it matter?
