Does a landlord have a duty to paint an apt? My friend has rented the same apt

for over 15 years.? She pays $15 less in rent than other tenants. Landlord says she only paints when tenants move out, and if my friend wants painting done, she can do it herself. Is this legal? And if my friend complains about this, can the landlord evict her or get revenge by not renewing the lease? This is Pennsylvania, btw.
JTT, I would like to have your painter's phone #. The going rate around here is at least $25 per wall! A room is about $150 or more.
 
The landlord is not required to paint her apartment. If she wants it done, she can do it. It isn't very expensive (read: less than $100) to paint an entire apartment one color.

A landlord can legally refuse to renew a lease, or ask for an increase in rent at renewal time, without needing to give any reason.
