Does a flu friend and patient need photo ID? (In West Yorkshire, UK)?

I have just read in our local paper that we have a flu center set up, but that if you need to go and get antivirals, you will need photo ID for yourself (the patient) and also your flu friend will need photo ID. Most of us do not have any form of photo ID so what would we do?
