Does a child who isn't yet 3.5 years old use a baby/toddler swing or a regular swing?

My daughter is 2 and uses a toddler swing on the swingset. I need to know if a little girl who is not yet 3.5 years old would use a toddler swing or a "big kid" swing so I know if I need to purchase another toddler swing or if she can use the 'sling swing' that is standard on swingsets.
