Does a cellphone without 3G feature have worse signal than one with 3G?

I'm thinking of buying Samsung s5223/s5230 but it doesn't have 3G feature. I plan to use it to make calls only. So will it affect with the ability of the phone to get better signal if it doesn't have 3g?
