Does “the pursuit of whimsy” mean “no guarantee of whimsy”?

Does “the pursuit of whimsy” mean “no guarantee of whimsy”?

If “the pursuit of happiness” means “no guarantee of happiness” then why didn’t the authors of that document mention any of the other things the document does not guarantee? Why didn’t they mention “the pursuit of whimsy, epiphany, serendipity, clairvoyance” or “grandiosity”? I am entitled to pursue all that other stuff, aren’t I? -or if the authors don’t mention it does that mean it’s prohibited? -or does that mean whimsy, epiphany, serendipity, clairvoyance and grandiosity are guaranteed… and only the “happiness” is not guaranteed? If you think “the pursuit of happiness” means something exceptional like “no guarantee of happiness”, how do you decide what it DOESN’T mean?
