Dodge Raider won't start or even turn over! Full Battery and Freshly new tune-up, WHAT..

...DO I DO? I have a 1989 Dodge Raider and there is a "click" sound when trying to start with full battery, the engine WILL NOT TURN OVER! The click sound would USUALLY be because of a dead battery, but the battery IS NOT The problem here as it HAS been tested! It almost seems as if something is locked up! I would also like to add that before I noticed that the problem was there, I washed the engine with special de-greaser and then cleaned it off with the hose. After letting it all dry, it still did the same thing! It has a 5-Speed manual transmission and all wheel drive. Plus to make matters worse........ It's stuck in the back yard practically! So jump starting it by rolling it down a hill is out of the picture for now! PLEASE HELP ME!!!!
 
If the battery is POSITIVELY know good, then you either have bad battery cable connections at the battery (remove and clean with the wire brush below), or you have bad battery cables, or you have a bad starter solenoid on the starter motor.

Get a friend to help. Pull it out of the yard with a chain and bump start it when you get it on the pavement. It sounds like you could need to clean and check the connections on the battery. Check all the cables even the wire running to the starter could be loose. If it starts when you pull it it has to be in the wiring.
 
Eek. You've managed to give yourself an electrical problem either through waterlogging a component (like the ECU) or having the water short something out (like the start motor solenoid), when you tried to start it.
Leave it where it is, go and get a water repellent spray from your local motor factor and liberally apply that.
If that doesn't work, let it stand for a few hours.
If that doesn't work it's time to call a garage or a breakdown service. Hard luck.
Good advice for you - too late - is that when washing off a car having used a degreaser, always use some cling-flim and wrap up all the electrics before using water.
