Dodge Neon Air Filter - Rusted?

2002 Neon SXT. How do I remove the air filter cover. I need to replace a headlight on the drivers side and can not get to it without removing the air filter cover and then a plastic hose. There are about five screws that are rusted locked. I figured I would have to cut them with a small hacksaw blade and just replace them. I called dealer, parts dept said top just unclips. I can't seem to find any clips and bolts go through the cover. Any suggestions.
 
there should be about a few clips that hold the top on and then when you remove the top there should be a few bolts that hold it on to a bracket,remove those and the whole assembly will come out,wd -40 will help to remove any rusted bolts it has ,good luck.
