dodge dakota air bag light on?

bought a wreckeed truck and replaced the air bags and module and seat belts from a wrecking yard and light stays on i rented a code reader and it wont show any codes about the light. I unhooked the battery several times to no avail I was told only the dealer can clear the air bag light for a hundred bux of course, was also told maybe my seat belts had been locked due to an accident the truck the salvage yard took them out of argh whats next HELP thanks a lot
