Doctor/Patient confidentiality laws?

What happens if a doctor breaches the contract by giving out information about a patient where they were not supposed to? and it wreaked emotional havok on the person's life?
 
In the US there is the HIPPA law.

If the person can convince the attorney general to prosecute, the doctor could face some very serious penalties.
