Absolutely. Must be my training in the military but if the manual says to torque it to a certain setting then that is exactly what I am going to do. I figured Harley knows more about the settings and how the bike is put together than I do so I will follow their instruction.

Yep, on everything that's called for except the really small stuff like brake master cyl covers.

Absolutely. And I always torque middle to high side of the given values.

What kind of torque value is....torque to 15lbs and turn the wrench another 90 degrees?

Absolutely! On any fastener I take off.

Follow the instructions. I believe the engineers have spent many hours to come up with the torque values so how do I think my instant decision is better ?

Yup use them all the time. I have 3. Use the right tool for the job.
