By the way I have to form my opinion on this for class and I am not sure how I feel on the topic. I wanted to see what others thought and why they felt that way.

they usually are if yo uprovide proof. and why not. you're not only paying for the use but for access to the service as well.

btw, it usually is their fault, poor choice in contractors and low bidding etc, but even if it isn't their fault, it sure as hell aint my fault.
