yes it dictates perceived "shock value" if you see people having sex on tv since you were small, then that wont seem shocking and it may seem normal to you

Definitely. People hear and see things on the TV, radio, etc. and feel its acceptable to act in such ways.

Surely. You should take a look to Orwell's most known novel "1984". It summarizes what media control is according to the authors view in the year of 1948 (that was the year he wrote it). He wrote about a future age (1984) and that's exactly how we look today...

Media not only controls, but watches you.
 
Unfortunately, the media has lost is objectiveness and pretends to report the news of the day. They have considerable power to do, shape, and control the way people perceive things.

Its not their job to change society, but instead report, and inform us of what’s happening and that’s a crying shame. Journalists that write for news papers like the Boston Globe/N.Y. Times have driven people away, and that’s is why they are going bankrupt. Their folly is their agenda, and they will gladly go down with the ship, instead of doing something that could be considered newsworthy, like reporting the truth.
