Without aspousing knowledge of physics and engineering, there is not a big jump from powerplant grade plutonium to weapons grade plutonium. I hope that Russia is really good at monitoring Iran because about less than a pound of plutonium will take out Jerusalem. Furthermore, most physics students at the Master's degree level with an internship at a nuclear plant can extrapolate how to enrich Uranium and refine weapons grade Plutonium. By the way--there is no need for a bomber when you have a truck that can deliver the bomb.
