I don't know about damaging the environment, though I doubt it, but to me, a private swimming pool is just a hole in the ground you poor money into. Unless you charge neighbors to swim in it, you get nothing back. I'm not sure where you're going with the second question. Water rates are based on individual consumption (at least for now) and the cost of production. They don't raise them and lower them according to neighborhood or town usage.
