Violations almost always occur when someone has broken the rule. It is like a challenge and Yahoo was clearly being too loose with rules in the first place. Most trolls are compassionate enough to report only questions that have some kind of violation. I think that about 30-40% of Yahoo was often violating the rules. It used to be 60% to 70%. People were posting mere rants and using extreme ludeness and spamming other like crazy. We can at least oversee ourselfs as community and make ammends. Yahoo was considered junk website because of the kinds of questions, spam and trolls. I also understand that reporting should not be senseless and bias.
