Do you think people in jail should be allowed to smoke?

I did 4 months in jail and wasn't allowed smoke. The first thing I bought when I got released was a pack of smokes. Is it fair to ban people from smoking in jail - I got some money from my family on my account in there so would have been paying for them myself. It is hard enough in jail without them not letting you smoke especially when you can smell the smoke from some of the guards
