NO, that is a big no-no. The check-out is the last impression the customer gets from the store and complaining about your day will leave a negative impact on them and they may decide not to shop there anymore. Many workers have been written up or fired over that also.
 
depends if they are friends already but generally its considered rude to the people in line behind. the checkout is for business.. its one thing to be cheerful but any conversation that extends beyond the duration of the transaction is rude
