Do you think is fair for employer take half of the tips because he own the business?

I think most people tip the staff that served them, not the business owner, whom they are paying for a service to. It is not usually customary to tip the boss, so I think it is a tad tight fisted and stingy.

many Chinese ma and pop own restaurant, the owner take half tips. they said because he own the business.and if the ma and their children work there, they have to split with them. I think this is unfair.Example: I tip 1.50
the owner take 75cent, the balance 75cent split 3 way, even the ma and their children split their, still its unfair.

That's a bunch of garbage, customers are tipping you, not the owners.
If they continue to do that, just tell them "Kowana 7c... doesn't work here anymore".

The tip is paid directly to you by the customer nobody has the right to take a cut unless it is a prearranged agreement. Legally he has no right to it and morally he does not. It i customary for the waiters to share the tips out betwen them however.
