No, you get your permit and than you can take drivers ed to get lower insurance costs while you have your permit.

You should take it bvefore because it is some courses or things that you have to learn in driver's ed before you are allowed to do your test and they give you some type of certificate, That;swaht they do in Georgia I know you said Pennsylvania but I think that's a country rule
