Vespa in California (LA)? And also you have to have a drivers license even if a motorcycle license is not required ??????????? is that right
 
Yamaha Vino, Vespa, any size motor, is legally a motorcycle. If is it under 150cc it is a motor-driven cycle. It need to be registered/licensed to be legally driven on public roads. You need an M1 class driver's license or an M1 endorsement on your class C (or whatever) license to legally ride motorcycle on the streets.
