Good sunrise or sunset shots are typically underexposed to maximize the amount of color you see. Too bright and all that gorgeous color is washed away.
Definitely as low as you can, ISO 100. Put the camera in Aperture mode. If you don't have a tripod, you might want to get one just in case. Set the camera to the widest aperture, which is the lowest number. If you just have the kit lens, probably f/3.5. Set the EV to -1.0 and take a picture, look at it, and if its too bright, make it -1.7 and try again. Its trial and error. If you have a tripod, set the aperture to f/8 and do basically the same thing. Exact settings for the shutter are impossible as it will vary even with the amount that you're zoomed in, how much the sun is in the lens, how bright it is out, things like that. I would bump the contrast and sharpness up in camera. You can't have a picture too sharp. Contrast is a little touchier though. Its something easily fixed in post processing. You can't fix sharpness though. Good Luck.
