Do you have to use a certain type of paint to paint wood?

if so what type of paint and what will happen if i don't use the right paint.
the wood im painting already has paint on it.
i have painted over paint on wood before and it was always kind of sticky afterwards, does anyone know why his happened.
Just so i know how not to do it again.
