do you have to keep the 9.99 data fee for verizon on a smartphone?

i know you need to pay the 9.99 to activate your phone, but is it possible to drop that the next month or something and just use the phone for texting and calls? i recently ordered the motorola MOTO Q and i didn't realize the internet charge.
