Do you have to get a data plan for T-mobile HTC Touch Pro 2?

This is my first time getting a smart phone but it says its required to have a data plan. I asked what was a data plan the first time and someone told me that without it it wont past the setup menu... But I don't wanna waste $30 every month for a dang data plan!!! I dont need internet at all. So why get a data plan?
