Do you guys really think lyrics> Production and flow?

I mean im not gonna say that artists should just say bs all the time and have bad lines but do you really think that? I always felt like the production and flow is what made it good musically and if the lyrics are tight thats like an added bonus. DOesn't the question of which is more important really just boil down to which you could tolerate more.
good production and flow and dumb lyrics
or
good lyrics and bad production and flow.
